Kern Council of Governments, better known as Kern COG, is an association of city and county governments created to address regional transportation issues. Its Member Agencies include the County of Kern and the 11 incorporated cities within Kern County.
Kern County Planning Department
The Kern County Planning Department is the land use authority for approximately 60 percent of the Metropolitan Bakersfield area. The Metropolitan Bakersfield General Plan is jointly adopted by the City of Bakersfield and Kern County.
San Joaquin Valley Air Pollution Control District
The San Joaquin Valley Air Pollution Control District develops plans and implements various federal and state laws that require emission control measures. The federal government, primarily through the Environmental Protection Agency, sets standards, oversees state and local actions, and implements programs for toxic air pollutants, heavy-duty trucks, locomotives, ships, aircraft, off-road diesel equipment, and some types of industrial equipment. State government, through the Air Resources Board and Bureau of Automotive Repair, sets more stringent state standards, oversees local actions, and implements programs for motor vehicle emissions, fuels, and smog checks.
Indirect Source Review
The Indirect Source Review rule, which went into effect March 1, 2006, requires developers of larger residential, commercial and industrial projects to reduce smog-forming and particulate emissions generated by their projects. The rule is expected to reduce nitrogen oxides and particulates throughout the San Joaquin Valley by more than 10 tons per day by 2010.
Governor’s Office of Planning and Research
The State Clearinghouse and Planning Unit (SCH) within the Governor's Office of Planning and Research coordinates the state-level review of environmental documents pursuant to the California Environmental Quality Act (CEQA), provides technical assistance on land use planning and CEQA matters, and coordinates state review of certain federal grant applications.
