Bakersfield Public Safety & Vital Services Measure

Background

On November 6, 2018, voters within the City of Bakersfield approved Measure N, known as Bakersfield Public Safety & Vital City Services Measure. The Measure is a locally controlled one-cent sales tax measure that will provide approximately $58 million annually to the City of Bakersfield to address top community priorities including enhancing public safety, reducing homelessness and bolstering economic development activities. The Measure is effective April 1, 2019, within the City of Bakersfield.

  • Ordinance No. 4958 - Adds the Bakersfield public safety/vital city services measure transactions and use tax ordinance to the City's Municipal Code

Investment Priorities

The Bakersfield Public Safety & Vital City Services Measure was placed on the ballot to maintain and enhance vital city services. This was done after gathering community feedback about their priorities for vital services in the City, including over 30 community-based meetings and receiving input from over 1,000 residents. The ballot measure contains 13 specific priorities that will be addressed through future implementation plans. The spending priorities include:

Citizens Oversight Committee

The Measure requires that the City Council establish a Citizens Oversight Committee of no more than nine residents of the City to act in an advisory capacity to review the expenditure of revenues generated by the tax imposed by the Measure. The Committee shall provide independent verification that the revenues collected pursuant to the Measure are expended in such a manner that is consistent with the projects, programs and services described within the Measure. Each Committee member is appointed by the majority of the City Council to three-year terms. There is no monetary compensation for serving on the committee. The Committee was established by the City Council in January 2019.

For Consumers 

If you believe you are being charged an incorrect sales and use tax rate, the CDTFA advises consumers to contact the business where you believe the incorrect rate was charged and request a refund. The CDTFA also requests you notify them about the business you believe is charging the incorrect rate by calling the CDTFA Customer Service Center at 1-800-400-7115.

For Retailers, Sellers and Purchasers 

The California Department of Tax and Fee Administration (CDTFA) administers, collects and distributes transaction use taxes for all applicable jurisdictions within the state. On and after April 1, 2019, the sales and use tax rates charged for applicable transactions will likely change if you conduct business within the incorporated city limits of Bakersfield. The sales and use tax rate of 8.25 percent is the new sales and use tax rate for the City of Bakersfield.
