Development Services Department

Department Goal

The Development Services Department consists of three distinct and inter-connected functions of City government: the Planning Division, the Building Division, and the Economic & Community Development Division. The Department provides professional and technical services that will facilitate and develop Bakersfield’s reputation as a sustainable and thriving community that is a safe, desirable and diverse place to live. 

The Development Services Department is a “one-stop-shop” that quickly connects residents and developers to the key services needed to facilitate quality development that creates a balanced and thriving community. Our goal is to support thoughtful growth and facilitate success for residents, businesses, employers, and visitors of the City of Bakersfield. 

Development Service's Divisions:
The Planning Division provides professional expertise, policy guidance, and administrative support on all planning and zoning issues for Bakersfield. This includes land use planning, zoning and land division services, environmental review of public and private projects, administration of the local Habitat Preservation Program, and much more. These services are provided consistent with the requirements of the California Government Code and the City’s adopted policies, ordinances and standards.

The Economic and Community Development Division promotes economic growth activities and administers the City’s U.S. Department of Housing and Urban Development (HUD) Entitlement Grant Programs and Housing programs. The Division’s goal is to support activities that protect, improve, and diversify the local economy and provide improved housing for Bakersfield residents.

The Building Division issues ministerial permits for construction projects, provides inspection and plan check services for residential, commercial and industrial projects throughout the entire City, and provides vital Code Enforcement services for the community. These services are provided consistent with California Building Code requirements and the City’s adopted policies, ordinances and standards.
